Why are the pharmaceuticals companies demanding contracts , concerning the hini vaccine?

It seems the material from Baxter , send to Austria to make the hini vaccine was contaminated , it had live virus of the flu,combined with the yearly flu virus , so these pharmaceuticals are demanding that states sign a contract to make them impune case the vaccines have secondary effects , not known, the United states have sign the deal, so if people die from this vaccine , they can do nothing about it!
